New York Land Home Property Act Enacted

Presently, no process change needed.

 New York State previously treated manufactured homes as vehicles (personal property), providing titling through the Department of Motor Vehicles (DMV). 2025 New York Senate Bill S7120, titled the "New York Land-Home Property Act," allows manufactured homeowner to convert their title from personal to real property, if the homes are attached to a permanent foundation. The law also creates a standardized process for surrendering a manufactured home's certificate of title to the DMV upon its conversion to real estate.  

The overall aim of this law is to align New York’s procedures with those in other states, and meet the requirements of secondary market mortgage investors, thereby improving access to affordable mortgage financing for manufactured homeowners.

Accordingly, a manufactured home that is converted to real property, may be eligible for such benefits as conventional mortgages and access to secondary market financing options from Fannie Mae & Freddie Mac.

Where applicable, this law will simplify the process of transferring title to manufactured homes after a foreclosure sale.  The bill was signed into law December 12, 2025, and will take effect one year later.
